Abstract

The transition from the “quasi-parliamentarism” of the Soviet era to the “proactive parliamentarism” model of New Uzbekistan is comparatively studied. The main scientific novelty of the research lies in substantiating the dialectics of “political responsibility” and “social trust” in increasing the effectiveness of parliamentary oversight. Using the experience of the US Senate as an example, mechanisms for ensuring the institutional independence of the national legislature are proposed. The article concludes with practical findings aimed at optimizing the transformational roleand functional tasks of deputies in the context of the democratization of public
administration.
