This article provides a deep scientific analysis of the organizational and
legal foundations of creating a single vertical management mechanism in the public administration system that operates continuously from top to bottom, at a professional level. The study begins with a review of conceptual approaches to the theory of public administration, in particular, a centralized management model, clear boundaries of powers, and mechanisms for inter-institutional coordination. The article studies the
reforms being carried out in the public administration system of Uzbekistan, their legal basis and practical effectiveness, and analyzes the organizational changes necessary to strengthen vertical integration in the existing system, trends in improving the regulatory framework, and the importance of digital management (e-government, monitoring systems, real-time monitoring)
