Abstract

This research paper provides a comprehensive analysis of the legal relationships arising during the provision of digital public services, the pressing issues regarding the relevant legislative framework, and the liability of entities responsible for service delivery and information system management. The study conducts a comparative analysis of the national regulatory framework against the best practices of the European Union, international standards set by the UN and OECD, and the experiences of developed nations (such as Estonia, Singapore, and Germany). The article identifies legal gaps and conflicts concerning the liability of state bodies and private IT operators regarding automated algorithmic errors, data breaches, digital identification failures, and malfunctions in inter-agency integration. In conclusion, the study puts forward practical proposals aimed at the comprehensive codification of the sector, the adoption of a "Code on Digital Public Administration," the establishment of a "Digital Ombudsman" institution, and the strengthening of state mechanisms for property-related liability.
