Abstract

This article provides a comprehensive analysis of the implementation
process of the integrated management system for the housing stock in the Republic of Uzbekistan. It examines the reforms implemented since 2017 (PF-5017 Decree, PQ2922 Resolution, Law No. OʻRQ-581), the establishment of homeowners' associations (XUJMSH – private housing owners' partnerships), digitalization initiatives, and the cluster management system being introduced experimentally in 2026–2030 (based on PQ-48 Resolution and the “Mening uyim” billing system). The study identifies existing
challenges (insufficient technical supervision, financial instability, low resident participation), evaluates achieved results, presents statistical indicators, and draws on international experience to develop practical recommendations. The research findings hold significant applied value for further improvement of housing policy, including within the framework of the 2026 reforms (allocation of 23 trillion soums for mortgage resources and the creation of the national “Turar joy” information system).
